NEWEST UPDATE 6/11/26
The final bill has passed. Here is the "as enrolled" copy. I'm sure we will have more to say about this issue as things progress. For now, we can take a brief sigh of relief that family caregivers were not wiped out in Ohio... but of course, that NEVER should have been on the table, and the events of this week show how incredibly fragile Medicaid HCBS services are, and at the same time, how incredibly vital.

Materials related to the new substitute bill are starting to come out. It appears the vote will occur around 2:00 p.m. today. You can read the substitute bill comparative document here.

The Ohio House Finance Committe went into session a few minutes ago. They announced that changes to S.B. 315 are still being drafted (literally right now) and they will revisit a vote on it a bit later.

Senate Bill 315 has been referred to the House Finance Committee.

UPDATE 6/9/26 7:25 p.m.
This is a tricky one, but basically the idea now is that the Ohio House will tack on H.B. 795 as an amendment to Senate Bill 315. The good folks at How Things Work At the Ohio State House have an action plan for how to fight this. Click here to navigate to it!
Our sources are saying there are still more changes to come (compared to yesterday's version) but that those are still being decided. We will keep you posted!

Folks attending the rally today have reported that the plan is to move the bill out of the House Medicaid Committee and into the House Finance Committee, where it would have a greater chance of gaining enough votes to pass out of the committee. The House Medicaid Committee immediately went into recess. Any new sub bill or amendments are not yet available. It may be taking longer than expected behind the scenes to negotiate the content of the bill. This, of course, is an excellent example of why bills this incredibly consequential should take time and not be rushed through! We're keeping an eye on the livestream in case they come out of recess.

There may be another sub bill presented today, according to the Medicaid Committee. We do not have an advance copy this time, but we are working hard to try to obtain one. Otherwise, we will just need to watch the hearing and find out what the sub bill (if presented) contains.
UPDATE 6/8/26 6:40 p.m.
The substitute bill has been accepted by the House Medicaid Committee. Many family caregivers provided powerful and moving testimony! The sixth hearing for H.B. 795 is scheduled for June 9, 2026 at 9:00 a.m. The total ban on family caregivers is no longer in the bill, but there are some troubling extra restrictions on family caregivers. One restriction is that if someone labels an independent provider as "high risk" (definition/standards for this are unclear) the provider can have their certification revoked and would have to work as an agency employee. This could make it easy for the state to reduce or eliminate independent providers.

If you scroll all the way down to the bottom of that page, you will see the upcoming hearings. If there is a new sub bill, it will appear as a red box right under where it says "Amendments." If you scroll up a bit on that page, you can download any of the sub bills that have been proposed over time.
Always review the most recent copy of the bill before writing your testimony. That way, your testimony will be relevant.
